Democratic Solidarity of Tigray Bylaws

Introduction

The people of Tigray, who have more than four thousand years of experience in governance, have faced repeated failures and challenges in building a developed and equitable democratic system. Especially after the death of Emperor Yohannes IV, the suffering of the people of Tigray has increased and its existence has been repeatedly questioned.

This ancient civilization has faced many challenges and paid bitter sacrifices to overcome obstacles. Tigray has been unable to escape the cycle of war and its consequences, forcing its people to live in extreme poverty and backwardness for centuries.

Simret will take the liberation of Tigray from this cycle as its timeless mission. Even after the fall of the Derg regime, the people of Tigray have not secured their democratic rights in practice. Having paid bitter sacrifices for peace and democracy, they lost both after victory, with rights suppressed and governance failing them repeatedly.

Simret strongly opposes those who use force as an alternative to struggle and will work to close the chapter of armed struggle for the people of Tigray. These bylaws guide the activities and organizations of Simret Party and will be amended as needed based on global, local and national circumstances.

Part One: General Provisions

Article 1: Short Title

These bylaws may be cited as the "Tigray Democratic Alliance/Simret Bylaws".

Article 2: Name of Party

This party is called the "Democratic Simret of Tigray" ("Simret" for short).

Article 3: Emblem

a) The Logo

Simret's emblem is completely white, with a golden combination of the monument and the martyrs' monument in the center. It features three blue stars in the embrace of the monument but above the monument's head, a paired ring, and a logo on the foot resting on a blue scheme with the words "Solidarity" inscribed in gold ink on the left and right.

b) Definition of Logo
  • The white background represents perfection and the liberal democracy system Simret wants to build
  • The three stars represent the Tigray, Irob and Kunama ethnic groups and symbolize ties with neighbors
  • The blue color reflects Simret's faith in the people of Tigray
  • The golden monuments represent Tigray's history and heroism
  • The golden ring symbolizes science and technology and hope for future generations

Part Two: Rights and Duties of Members

Article 4: Membership Criteria

An individual who becomes a member of the Democratic Simret of Tigray must meet the following criteria:

a A native of Tigray, or an Ethiopian residing in Tigray, holding only Ethiopian citizenship
b Acknowledges and accepts the Simret Program and Bylaws
c Active in implementing the party's mission and programs
d Praised for his morals with no obvious ethical deficiencies
e Willing to pay membership fees
f 18 years of age or older
g Not restricted by law in democratic rights
h Signed willingness to become a member

Article 5: Recruitment of Members and Procedure

1. Recruitment of Members
  • Any member or entity who understands and believes in Simret's program may nominate or apply for membership
  • The recruitment process shall ensure diversity and representation
2. Membership Procedure
  • Submit completed application form
  • Undergo orientation about party principles
  • Approval by local party committee
  • Issuance of membership card

Part Three: Organization and Procedure

Article 6: Organizational Structure

The party shall be organized at the following levels:

  1. National Congress (Highest authority)
  2. Central Committee
  3. Executive Committee
  4. Regional Committees
  5. District Committees
  6. Local Cells

Article 7: Decision Making

All party decisions shall be made through democratic processes:

  • Majority vote for operational matters
  • Two-thirds majority for constitutional changes
  • Consensus preferred where possible

Part Four: Leadership and Organizations

Article 8: Leadership Structure

The party leadership shall consist of:

Position Responsibilities
Chairperson Overall leadership and representation
Deputy Chairperson Assist chairperson and act in their absence
Secretary General Administrative head and day-to-day operations
Treasurer Financial management and accountability
Department Heads Lead specific functional areas (e.g., mobilization, policy)

Article 9: Election of Leaders

  • All leadership positions shall be elected democratically
  • Term limits of 4 years with maximum of 2 consecutive terms
  • Transparent nomination and voting process
  • Gender balance shall be promoted in all leadership structures

Part Five: Special Provisions

Article 10: Amendments

These bylaws may be amended by:

  • Two-thirds majority vote at National Congress
  • Proposed amendments must be circulated 30 days prior
  • Emergency amendments require 75% majority

Article 11: Dissolution

The party may only be dissolved by:

  • 90% majority vote at specially convened National Congress
  • After settlement of all financial obligations
  • Assets to be transferred to charitable organizations serving Tigray
